The Diploma in Taxation (DTL, short for Diploma in Taxation Law) is IPA’s 5-month tax consultant course. It covers both of India’s main taxes: income tax, including TDS and return filing, and GST, from registration and credit to returns and e-way bills. It is built for people who want to work as tax assistants or grow towards their own tax practice. The income tax module runs from the heads of income and Chapter VI-A deductions to TDS, advance tax and ITR filing, under the Income-tax Act, 2025, in force from 1 April 2026. The GST module covers registration, input tax credit, invoices, reverse charge, the composition scheme, returns and e-way bills. Students who pass IPA’s online examination receive its Diploma in Taxation Law. First roles are usually tax assistant in a CA firm, or GST or TDS executive. It can be taken online or in Laxmi Nagar, Delhi, and as a diploma it carries IPA’s 100% job guarantee.
Most short courses teach one tax. Real client work needs both: a small business files GST every month and deals with income tax and TDS through the year. DTL puts the two in one programme, taught in the classroom, in live online sessions or as a mix of both.
DTL full form and meaning
DTL stands for Diploma in Taxation Law. Some universities write it as Diploma in Taxation Laws, and a few run it as a post-graduate diploma, but the abbreviation is the same, so always check who issues the qualification before you compare courses.
IPA’s DTL compared with a university DTL
Search results for “DTL course” mix two kinds of programme. One is the university diploma. As one example, Ness Wadia College of Commerce in Pune lists a one-year Post Graduate Diploma in Taxation Laws, affiliated to Savitribai Phule Pune University, open to graduates and covering general laws affecting taxation, the Income Tax Act, GST, the Customs Act and book-keeping. The other is an institute diploma such as IPA’s.
| IPA’s Diploma in Taxation Law | A university DTL (Pune example above) | |
|---|---|---|
| Issued by | IPA, after its online examination | The college under its university |
| Length | 5 months | 1 year |
| Who can join | 10+2 pass or a graduate in any stream | A graduate |
| Subjects | Two modules: income tax (with TDS and ITR filing) and GST | Income tax, GST, customs, general tax laws and book-keeping |
| Learning style | Practical filing work on the tax portals; classroom, live online or hybrid | Set by the college |
If you need a university-affiliated qualification, or you want customs law in the syllabus, choose a university DTL. If you want to be preparing returns and GST filings within months, and you are happy with an IPA diploma that is not a degree or a government licence, this is the faster route.
Why the timing matters: two big tax changes
Both taxes changed recently, which makes older notes and videos unreliable.
- GST rates: from 22 September 2025, after the GST Council’s 56th meeting, most goods and services moved to two main rates, 5% and 18%. A 40% special rate applies to a small set of goods (GST Council).
- Income tax law: the Income-tax Act, 2025 replaced the 1961 Act from 1 April 2026 and introduced the single “tax year” in place of “previous year” and “assessment year” (Income Tax Department).
A practitioner in 2026 has to work with the new rules while older years still run under the old ones. Ask how the current batch handles both.
Who is the DTL course for?
Anyone who has passed 10+2, or graduated in any stream, can apply. It suits:
- Commerce students and B.Com graduates who want to specialise in tax rather than general accounting.
- Accountants and finance executives who handle entries but pass the tax work to someone else.
- Working professionals and career switchers, using the online or hybrid option.
- Entrepreneurs who want to understand their own GST and income tax obligations.
Who should choose differently
If you need only GST quickly, the 2-month GST course is shorter. If you want a general accounts job with TallyPrime and BUSY at the centre, BAT or the 12-month ADFA diploma fits better. Note too that enrolling as a statutory GST Practitioner has its own eligibility rules, explained on the GST course page.
What you can do after DTL
- Compute income under each head, apply deductions, and file ITRs with e-verification.
- Calculate TDS and advance tax, and prepare TDS returns.
- Register a business under GST, raise correct tax invoices and apply reverse charge and the composition scheme where relevant.
- Claim input tax credit correctly, file GST returns and generate e-way bills.
- Keep the documents a client, CA or tax officer will ask for.
Typical first roles are tax assistant in a CA firm, GST or TDS executive, and accounts executive with tax duties. With experience, some DTL holders take on small clients of their own. To go deeper on the filing side, read our income tax return (ITR) filing guide for beginners and the guide to TDS meaning, rates and return filing.
How do you become a tax consultant after DTL?
Most tax consultants start as assistants in a CA firm or a practitioner’s office, filing returns under supervision, and take on their own clients once they have a few seasons behind them. The diploma gives you the computation and filing skills for that first job. Representing clients before GST officers is a separate step: it needs enrolment as a GST Practitioner, which has its own eligibility and exam, explained in our guide on how to become a GST practitioner. If a government tax career appeals more, our guides explain how to become an income tax inspector through SSC CGL and the income tax officer’s salary and powers.
Is DTL an income tax practitioner course?
Yes. DTL is IPA’s income tax practitioner course. It teaches the practical work of an income tax practitioner: computing income under each head, deductions, TDS and ITR filing on the e-filing portal. It also adds GST, which most small clients need too. IPA no longer runs a separate 3-month income tax practitioner course; that training is now part of this diploma.
Practising before the Income Tax Department is a legal status, not a course certificate. Since 1 April 2026, section 515 of the Income-tax Act, 2025 lists who may appear for a taxpayer as an authorised representative. The categories include legal practitioners, chartered accountants and people with the educational qualifications prescribed in the Rules. Rule 252 of the Income-tax Rules, 2026 prescribes a degree in commerce or law from a recognised Indian university, or an equivalent foreign degree.
The income tax practitioner route, step by step
- Hold a qualifying degree, such as a B.Com or LLB, or fall within another section 515 category.
- Learn computation and filing hands-on, so you can prepare returns without supervision. This is what DTL trains.
- Build at least one year of practice before income-tax authorities (Rule 257).
- Apply under Rule 256 in Form No. 171 to be entered in the register of authorised income-tax practitioners. Practitioners registered under the 1961 Act continue under section 515 but must update their details by 31 March 2027.
IPA’s diploma shows what you studied and passed; it is not a government licence or registration.
Salary for tax consultants and tax assistants
Job titles in tax pay very differently, so compare like with like. On AmbitionBox, people reporting the title “Income Tax Consultant” show a typical range of about ₹3.2 lakh to ₹3.5 lakh a year (221 salaries, updated 22 August 2026). Randstad India’s Salary Trends Report 2024-25 puts the average CTC for junior taxation roles in Delhi-NCR (0 to 5 years) at ₹5.23 lakh, a figure drawn from larger employers. A fresher in a small practice usually starts below both and moves up with each filing season.
DTL course duration, online batches and fees
DTL runs for 5 months. You can attend in the classroom at Laxmi Nagar, in live online sessions from anywhere in India, or in a hybrid of the two, and IPA holds an online examination at the end.
DTL course fees at IPA
The DTL fee depends on your format (classroom, live online or hybrid), the batch, and any offer running when you enquire. Ask what the quote covers: study material, the online examination, the diploma, the job guarantee and how instalments work.

Diploma in Taxation (DTL) online: live batches across India
The Diploma in Taxation Law suits online study well, because tax work itself happens on government portals. You can join a live online batch from anywhere in India, or combine online and classroom sessions through the hybrid option. Every class is instructor-led and in real time, covering income tax (heads of income, deductions, TDS, advance tax and ITR filing) and GST (registration, input tax credit, invoices, returns and e-way bills) in the same order as the Laxmi Nagar batch.
- Same five-month programme, taught by the same trainers.
- Same qualification: the Diploma in Taxation Law from IPA, awarded after the online examination.
- Live on Zoom in weekday or weekend batches, with flexible timings depending on your batch, with recorded lectures on IPA’s own LMS for revision.
Online students get placement support, and practice on the tax portals is guided by your instructor. Book a free demo class to see a session first. Compare IPA’s other online courses for accountants across India.
How IPA teaches the diploma
Teaching is practical: case studies, tax computations and return work rather than lectures alone. Batches are small, and IPA gives honest salary expectations instead of promises. GST is taught by Ms. Shikha (MBA, 10 years, GST and Tally); income tax, TDS and audit topics are taught by IPA’s chartered accountants, Mr. Mohit, Ms. Neena and Mr. Sanjeev. They are part of IPA’s team of eight listed trainers: three CAs, two M.Com, two MBA and one B.Com graduate, five with 20+ years. IPA’s other CA and MBA faculty support them with specialised sessions.
At the end, IPA holds an online examination and issues its diploma in taxation law to students who pass.
